City Council Recommends Adoption of the Corridor Mast Plan

The Corridor Master Planning Process is almost complete. On December 17, the St. Helens City Council recommended adoption of the Corridor Master Plan and associated Comprehensive Plan and Development Code Amendments. The Council will hold a second hearing on January 21 to formally affirm this recommendation and adopt the Corridor Plan and associated Plan and Code Amendments. The Corridor Master Plan and associated amendments to the City’s Comprehensive Plan, Transportation System Master Plan and Development Code represent 18 months of work by city staff, a consulting team and members of citizens and technical advisory committees, property and business owners, the City’s Planning Commission and Council and other community members to improve the appearance, safety and economic vitality of the US 30 and Columbia Boulevard/St. Helens Street corridors.

City Council Public Hearing

The City of St. Helens City Council will hold a public hearing on December 17 at 7:00 p.m. to vote on the potential adoption of the Corridor Master Plan and associated Comprehensive Plan and Development Code Amendments. The City’s Planning Commission has recommended adoption by the City Council. The proposed Corridor Master Plan and associated amendments to the City’s Comprehensive Plan, Transportation System Master Plan and Development Code represent 18 months of work by city staff, a consulting team and members of citizens and technical advisory committees, property and business owners, the City’s Planning Commission and Council and other community members to improve the appearance, safety and economic vitality of the US 30 and Columbia Boulevard/St. Helens Street corridors.

Draft Corridor Master Plan Available for Review

During the past month, the project team, with the help of local advisory committees have prepared a draft Corridor Master Plan for the US 30 Corridor and the Columbia Boulevard/St. Helens Street corridor through the Houlton and Olde Towne (greater Downtown) areas. The materials build on work conducted on this project during the past several months and have benefited from engagement with the project advisory committees, local business and property owners, St. Helens Planning Commission and City Council, and other community members. A draft of the Corridor Master Plan is available under Project Documents.

The project team also has prepared a set of recommended amendments to the City’s Comprehensive Plan and Transportation System Plan policies and the City’s Development Code to help implement the Corridor Master Plan. The city will conduct a work session with the City’s Planning Commission to review these documents on October 14 and a Joint Planning Commission/City Council Work Session on October 15. Meetings to Discuss Draft Corridor Mast Plan Design Options and Evaluation Report

Over the last several weeks the project team, advisory committees, local business and property owners, St. Helens Planning Commission and City Council, and other community members have reviewed and evaluated the streetscape design concepts developed for each corridor, and the project team has prepared a Design Options and Evaluation report incorporating ideas and feedback received to date. A draft version of the Corridor Mast Plan Design Options and Evaluation Report is available under Project Documents. The city is planning to conduct a joint Citizens Advisory Committee (CAC) and Technical Advisory Committee (TAC) meeting on June 30th followed by a Joint Planning Commission Work Session and Public Meeting on July 8th to review and solicit feedback on the draft report. Meetings to Discuss Streetscape Design Projects

The project team is working on a set of streetscape design concepts for each of the corridor areas being addressed in this project – US 30, Houlton/Uppertown and Olde Town/Lowertown. A summary of the preliminary design concepts are available under Project Documents. The city will conduct meetings with the project Citizens Advisory Committee (CAC), Technical Advisory Committee (TAC) and business and property owners on March 17 to review and solicit feedback on the design concepts. Final Documents

A final version of the Vision, Goals, and Guiding Principles document has been uploaded to the Project Documents page along with final versions of Technical Memoranda 1 through 5. The information presented in these documents will be used to guide the next phase of the corridor study.

Visual Preference Survey

There are currently a series of boards in City Hall that display a variety of potential treatments for the St Helens Corridor Plan. The boards can also be seen under the Visual Preference Survey section of the Project Documents page. We would like your feedback on the treatments, particularly which ones you like and which ones you don’t like. The boards will remain up throughout the rest of January, so stop in and let us know what you think!
